If we build a defense system capable of stopping them, they will just build 20 more. If that doesn't make them feel haughty enough they will build another 200 more. We are going to need to engage them in ways such that they do not want to become meshed in a war, and unilaterally breaking our treaties is not that way. Bush's lack of understanding is being overwhelmed by Rumsfeld's greed.
