"Why would our undertaking a Defensive posture cause others to pursue an Offensive Arms race?" I don't think it would. "Does not this prove the need for one?" Good point. The people against it are sure it will happen if we build this system and POSITIVE that they will not if we don't. I think I'd rather have it in place. "Is not protecting it's citizens the primary purpose of our Federal Government?" Definately. I was going to point out in my post to r4e that I think the majority of our tax money should go to defense. Of course I don't think there should be as much tax money as there is, but that's another story.
