If China (I don't think our NATO allies will start an arms race) decides to put all their money into nuclear arms it will be their mistake. Don't think they will, but its not our fault if they do. I don't think they are in the treaty anyway are they? I believe the U.S. and Russia will continue to improve our relationship and rogue nations that could build or buy a rocket and launch it at us may be a threat 10 or 20 or 50 years down the road. Don't see how you are sure this CAN'T happen, particularly with the recent example of HOW FAR some people will go.
