Even if you think Arafat wanted peace, which I don't, there's one important difference to note: the UK and Ireland wanted an end to the troubles in N. Ireland. The neighbors of Israel, with a few exceptions, don't want an end to the Israeli-Palestinian conflict; it's far too useful to them politically

I would disagree with your position on the neighbhors of Israel not wanting a resolution to the Israeli-Palestinian conflict.
As long as this conflict continues, many of these governments are going to be risk from Islamic militant movements..and the potential terrorism that can result in their own countries...ie. demonstations, political assasinations etc.. Their populations see the Palestinians as oppressed people and any stance against the PLO will be very unpopular and anger even the average individuals.

A resolution of this conflict and the Islamic extremists lose their biggest weapon. In addition, it would not surprise me if governments such as Iran's are toppled afterwards. It is only when people lose their freedoms (in Iran) do they realize how precious it was.

I remember what the Pakistani president said after he agreed to help the US. It is clear that he was implying that resolving the root cause of these extreme movements (middle east and Kashmir). This is what (especially Isreal/Pal.) attracts ordinary people to such groups.
Bin Laden's network used this tool effectively.

Being an optimist, I think the beginning of the end of this conflict is here, no matter how difficult it seems at this point.
JMHO.
