Any processor with extremely long pipelines will suffer in IPC. The trick is to minimize the impact to IPC while allowing the higher clock speeds to carry performance. As for Pentium 4, had the half-speed parts actually run at full speed, I doubt that would have made any difference in performance. (It may even have hurt performance, considering the trade-offs.)

The know-it-alls are trying to come up with some sort of "proof" that Intel is committing fraud. Their efforts are futile and irrelevant to the big picture.
