How about keeping a Good Customer Index (GCI) associated with each subscriber? Then the system gives preference to the calls associated with the higher GCI. That is how it works informally in most other businesses. >I haven't come across many businesses where 'denial of service' is a selling point. The alternative of running a system at a small fraction of capacity means minute prices 4 times as high as they need to be if the system was loaded to 90% capacity on a continual basis>
