In the meantime, here's another one of your favorite subjects to contemplate: [LOCAL LOOP] 12/14/01 Oftel rules in open access to BT exchanges Britain's telecoms regulator said on Thursday contractors from rival companies to BT Group could have unescorted access to the former monopoly's phone exchanges in order to provide broadband access to customers. Oftel said operators who want to unbundle BT's local loops, or the "last mile" into the homes of their customers, would not need an escort into the exchanges unless BT required its own contractors to be escorted as well. "These arrangements will not jeopardise the security at BT's exchanges or of the wider telecoms network," David Edmonds, director general at Oftel, said in a statement. BT had objected to unescorted access on the grounds of security. But Oftel, in line with demands from alternative providers, said it would help ensure they were not subject to "unnecessary costs" while installing equipment for high-speed data lines. With less than one percent of the population paying for broadband access, Britain is trying to climb off the bottom of pile in terms of high-speed Internet penetration among the Group of Seven wealthy nations. Government ministers have acknowledged how disappointing the process of opening up the UK local loop to competition has been, with less than 200 fully unbundled lines compared with 550,000 in Germany, according to the European Commission.
