By keeping the army (& navy, airforce, marines) from domestic activities we have avoided the common situation elsewhere of the military effectively having a veto power over the elected government. A still relatively heavily armed National Guard is quite enough. The military as a domestic political entity has been the bane of many emerging democracies around the world.
