FAIRBANKS ~ BILL OF RIGHTS DAY PROCLAMATION

WHEREAS, our Nation and our Commonwealth were founded upon, and operate
according to, certain principles regarding the basic rights of all people; and

WHEREAS, in 1776, George Mason, a Virginia farmer and lawyer, recognized
and identified those rights, drafting the Bill of Rights of the
Constitution of Virginia; and

WHEREAS, in 1789, James Madison, a Virginia representative, used the model
of Virginia1s Constitution and proposed Constitutional amendments to
Congress that preserved the rights of individual citizens; and

WHEREAS, the first ten amendments to the Constitution of the United States
of America were ratified by Congress on December 15, 1791 to identify and
preserve certain inalienable rights of all people and the rights of
citizenship; and

WHEREAS, the Bill of Rights affirms the freedom and equality of all
Americans and clearly establishes the protection of these essential human
liberties as the founding basis of our Government; and

WHEREAS, our forefathers and generations succeeding them to the present day
have suffered and many have made the ultimate sacrifice to defend the
principles laid out in the Bill of Rights; and

WHEREAS, the bright history of our Commonwealth and our nation has been
guided and blessed by the ideals expressed in the Bill of Rights, and their
conservation is essential to a future of continued progress and prosperity
for all Virginians and all Americans.

NOW, THEREFORE, we, Steve M. Thompson, Mayor, City of Fairbanks; Rhonda
Boyles, Mayor, Fairbanks North Star Borough; and Jeffrey Jacobson, Mayor,
City of North Pole, Alaska, by virtue of the authority vested in us do
hereby proclaim Saturday, December 15, 2001 as "BILL OF RIGHTS DAYî in the
commonwealth of Fairbanks, and I call this observance to the attention of
all our citizens.

IN WITNESS WHEREOF, we have hereunto set our Hands this 10th day of
December in the year of our Lord Two Thousand One.
