He probably uses 35 percent as threshold. I find it usually peaks around 70 to 75 percent or higher and troughs at 20 to 25 percent or lower. One could probably add a moving average of the breadth and plot the crossovers as trading signals. Nasdaq breadth is still in an uptrend.
