I don't even accept the basic premise of that TP post you quoted. Not about what Clinton was "investing" in nor that Bush seeks to end something that probably doesn't even exist in the first place. Its more of TreasonPuddy's "any old stick" style of posting when it comes to anything related to Bush...

what should be the goal?

The goal was to move different sections of a business to different parts of the world. You might ask or debate why do this, but in many ways that is beside the point. The existance of the goal provided incentive for companies and governments to both cooperate and compete to have a piece of the action. The losers were those who did not play the game. Bush dismantled the goal without replacing it with another and so the world economy drifts, unsure whether to continue with globalization or to retreat into nationalism.
