I think that graph was talking about "normalized" frequencies, i.e. MHz/MHz ratio. In other words, the median of one of the processes (either the one with or without APC) is normalized to 1 on that graph.

Interesting thought but if you draw a line through "1" you will see that the "no APC" data is not centered at 1 but slightly behind it. You still could be right though.

BTW, if you are right, I'll bet you could put the actual frequency numbers on the X axis and it would still look very much the same.
