Great, that's good practice for domestic law enforcement ... determine the penalty first, then look for the crimes.

London suicide pilot in court

A Muslim pilot suspected of plotting suicide attacks on London has appeared in court in India.

Mohammed Afroz has allegedly confessed to planning attacks on the Houses of Parliament and Tower Bridge.

He appeared in court in Bombay amid tight security. Reporters were banned from the private court proceedings due to India's secrecy laws.

Afroz, 28, appeared in court last week saying he wanted to confess voluntarily.

But his father urged the court to grant him reasonable time to reconsider his decision as he was mentally ill and allegedly tortured by police.

He was planned to make a full confession at his latest court appearance. It is not known whether it took place because of a reporting ban.

Afroz was arrested in October and Scotland Yard has sent a team to India to interview him.

He is suspected of links to Osama bin Laden's al-Qaida network and is claimed to have plotted the attacks to coincide with the September 11 strikes in the US.
