The French attitude toward handicapped humans was in place LONG before liberal abortions. The attitude included not only brain-damaged humans, but those born with deformed limbs, etc.

In the light of that, it is rather amazing that Europeans, including the Frogs, have such abhorrence to extraditing accused criminals to the US because they might receive a death penalty.
