I see - when you said primary producers - I immediately thought of coal, oil, gold, iron etc. which are heavily capital and energy intensive (in Aus the latter can be locally sourced) rather than agriculture. But in Australia and the US etc. agriculture is also capital and input (fertilizer, pesticides etc) intensive... but less so in Brazil (one reason that using alcohol for fuel could make sense in Brazil but not in the US).

The most favored industry segments here are car production and the media segment. Seems politicians will do anything for them. Latter makes sense of course...
