In the weeks before the Pearl Harbor attack, American and British troops through out the Pacific were on alert that war was imminent. IMHO, the problem with Pearl Harbor, was that American commanders thought that the several thousand American troops (in the Islands) of Japanese descent were a greater threat than the Japanese Imperial Navy.
