Dear JC:

You are wrong! It competes against P4, Xeon AND IPF. The 32 bit portion competes and will do well against P4 and Xeon. The 64 bit portion competes against IPF and many other RISC based CPUs. In fact, the RISC backend which is not observable from the outside of the chip, is probably much better than is generally perceived. The x86 decoders probably restrict the performance more than is known but, also allow the backend to change without requiring any software changes other than for optimization. Something that Intel deprecated in designing IPF (forgot history so had to learn it anew).
