MAD was probably only considered a "perfect" deterrent after SDI was proposed. Anyway, deploying an ABM system will not change the MAD in the least. What will change though, is the chance of all out nuclear war being triggered by a rogue state, or "mistaken" launch.

It also means that the United States wouldn't have to immediately launch its nuclear missiles in a counter attack, because a computer says that missiles are in the air.
