It was not ineptitude, it was greed. Either give the baby bells monopoloy power so they won't be afraid to roll out broadband, or take away their competitive advantages so some other company will. The Clinton admin played the two lobbies for fools, true. But their job was not to make themselves rich, it was to promote the general welfare of all Americans.
