Instead, they had this slanted bit of anti-Israel propaganda. As seen by Mr. Landau, the internal security minister, Mr. Nusseibeh is a stalking horse for the Palestinian Authority, even though he is not officially a part of it. Israel prohibits the authority from operating in Jerusalem. And because the Sharon government now calls the authority a supporter of terrorism, anything it does, Mr. Landau said, is assumed to have terror as the ultimate goal. A juice- and-cookie party is no exception. Mr. Nusseibeh, 52, became Jerusalem's leading Palestinian political figure in October, and he immediately criticized the Palestinian revolt as aimless. In critical respects, he would seem to fit the definition of a "pragmatic Palestinian" whom advisers to Mr. Sharon say they would like to see replace Mr. Arafat. But Zeev Boim, a parliamentary leader from Mr. Sharon's Likud Party, said Mr. Nusseibeh's moderation was itself the problem. "If he is a moderate, he is also dangerous," Mr. Boim said.
