At that time, the British were limiting immigration (they facililated often).

The Mufti was against Zionism, perhaps not a Nazi, maybe not a humanitarian, but it was in his interests to keepthe Zionists from carrying out their plans to establish a "Jewish" State.

Was not the Mufti run out of Jerusalem for that political stand? Is not that how he ended up in Germany? He was exiled?
