Volcker drove down inflation, to some extent. But no one was sure what was causing stagflation, and how to continued drift, with an anemic recovery and relatively high inflation. It is not true that a good recession is automatically followed by a boom. No, Reagan did various things to rationalize the economy--- lowered taxes, closed a number of loopholes, deregulated--- and the market pretty much did the rest........
