As far as creating welath goes I dont think anyone is interested: now transferring wealth: "thats a horse of a different color!"

Actually, I believe wealth can be created in Japan by writing off bad debt, facilitating better market and corporate transparency, checks and balances in corporate accounting, and financial accountability to shareholders.
A faster end to cross-ownership also would help. Wealth can also be created by changing the archaic voting and commercial laws that foster expensive protectionism in agriculture and distribution.
