European Union Middle East envoy Miguel Angel Moratinos urged the Palestinian Authority to go further and dismantle the Hamas and Islamic Jihad networks whose attacks he said had undermined the Palestinian leadership.

"We hope that these terrorist networks will be eliminated as soon as possible," Moratinos told reporters in Damascus.


These are sharp words from the traditionally pro-Palestinian EU. Of course, really dismantling Hamas et. al. would deprive Arafat of his most useful weapon, i.e. terrorist militias with plausible deniability, and would require a civil war. Hamas has large support, in part because they supply the social services in the territories and are far less corrupt than the PA. So Arafat may ratchet up his pretence of shutting them down, while doing some back-room deal to get them to hush up for a little while. Then he'll demand payment for his good behavior from the Western governments. If the EU is true to form, they'll be the first to oblige.
