Forced shutdown a couple times and on start I am getting a box called Windows Installer that is flashing on and off and in the box is a message Preparing to install... After a few seconds it stops. Weird. Still no shutdown dialogue box. Checked Task Manager to see if any apps were running. Not. Looks kinda buggy.

Ok, found the problem. Windows installer was trying to install QuickCam but couldn't find a file called QuickCam.MSI. About a month ago I reinstalled W2000 as part of a networking trouble shooting session. I hadn't deleted or reinstalled QuickCam but apparently W2000 became curious about the device still plugged in. I found the CD ROM for QuickCam and Installer got the file it wanted. After I rebooted and went through QuickCam setup my Shutdown dialogue box reappeared. Thanks for the hint about applications not responding.
