Do you know that with certainty?

If you handle 17.96% U ore for a long enough period, like some drillers have with their bare hands, you are the equivalent of nuked.

Could that be because Canada is NOT a nuclear power?

I assume you are aware that Canada is the other partner in NORAD, correct? And if WWIII HAD occurred with the USSR, NORAD was going to be one of the prime movers in getting those missiles launched. Canada had granted the US permission for US missiles and bombers to overfly Canadian national territory in case of war with the USSR. Also, Canada has large uranium deposits and was one of the prime sources for the US nuclear weapons program, and the Canadian government was well aware of what that uranium would be used for. Maybe, if you wish to look at the use of nuclear weapons as sullying a country's reputation, maybe Canada is not as clean as you wish to believe.

Canada also did not have the prime responsibility for bringing the Pacific war to an end. The US did. That might have something to do with it.
