It depends on the brokerage. Domestic brokerages have to be certain of a borrow, which is difficult until the initial distribution of IPO shares is known. In practice, most don't allow shorting for at least 3 days, many require 30 days.

tuck, unless you go offshore, you will usually have to wait 30 days. Offshore is immediate.
