Dan, maybe you missed this part:

Unfortunately some manufacturers put AGP2x graphic boards with AGP4x-shaped plugs on the market, therefore fitting into AGP4x coded slots.

It's not Intel's fault if AGP 2X cards are keyed like AGP 4X. That's like saying it's AMD's fault if some low-quality Taiwanese motherboard causes the processor to burn out or the system to crash.
