In that interview Qaddumi made some revealing statements about the nature of a PLO cease-fire, the September 11 attacks on the US and the future of the State of Israel. Describing the method of fighting the current war against Israel, Qaddumi said, “It is a war based on the element of surprise, in time and place. In this war, one incites the public for 20 hours, and fights for perhaps two hours." Aside from mass incitement and surprise, the PLO leader explained that sometimes temporarily refraining from attack can be the most effective tactic. As in the case of the Hamas, Force 17, Fatah and Islamic Jihad, Qadummi said, “Four factions have suspended their resistance operations for a while. As I said, guerilla war is like commerce. As Mao Zedong said, we trade when trade is profitable and stop when it´s not." Under no circumstances, however, should such a temporary confrontation over tactics allow Israel to foment an Arab civil war. “The Palestinian resistance is continuing,” he said, “but we must assure, first, the success of the resistance; second, [we must] prevent damage to Palestinian security.” Regarding Israel itself, the PLO political head said that it will be on the verge of disintegration “f Sharon is defeated,” because he “is the last bullet in the Israeli rifle.” Ultimately, according to Qaddumi, Israel “will find its end as the USSR and Yugoslavia did.” One reason this is so is thanks to the attacks of September 11 on the US, when “[t]hese incidents made America reexamine its foreign policy in order to seek the causes of terrorism,” according to Qaddumi.
