According to the Economic News, quoting a TSMC official, the core technology has been licensed from UK firm ARM while the terms of the agreement will mean that the Taiwanese foundry can offer its own applications using the ARM chip. Nothing new about this from an historical perspective. Intel has always moved forward on the price/performance spectrum by "eating their young" (TM, Intel). Look for new Celeron offerings in the near future.
