Sounds mightly like strong arming to me.
Funny. That article didn't say anything about the US massing troops at the border. Or threatening to invade. THAT'S strong arming. What you cited is a trade dispute. It's like those lines at the border.

Let's see, if that is strong arming, then the Japanese have strong armed the US hundreds of times. And they say they don't even have an army; just a "self-defense force." Pretty sly, those Japanese.
