As I understand the current state of the embargo, you can't import anything into the US that has Cuban components. So a cigar maker couldn't import any cigars that had Cuban tobacco in them, even if they were made in Canada.

But almost every other country in the world trades with Cuba. That, IMO, says a lot about the legitimacy of the embargo as far as the world is concerned. (By way of contrast, the oil embargo on Iraq is, at least on its face, supported by most countries.)
