And you, sir, are ignoring that up until a few months ago, AMD claimed that this was a 6,000 wafer start per week fab.
AMD further claimed that Fab 30 would achieve the "new" full capacity of 5000 WSPW this quarter - and I find it highly unlikely that they could ramp a full 25% in one quarter.
Most likely, Fab 30 was already running at 80% to 90% capacity in the last quarter - Q3. With Q4 containing so many holidays I'm certain that AMD had to be near capacity last quarter to achieve the "new reduced full capacity" this quarter.

And AMD does use special development fabs - just as Intel does. They have a submicron development center in California and they have Motorola - the so-called provider of their new wafer fab processes - as well as IBM - the other so called provider of their new wafer fab processes.
