The answer, on all three counts, is a resounding YES. Breaux is the most visible failure of the current political year, unable to win Puff over from the America-hating Stalinist faction in the Senate-the same ones who broke their oaths to let the criminal, Clinton, escape justice. Bob Rubin has proved himself to be that special American paradox: an anti-capitalist capitalist. Mineta was a token attempt at "bi-partisanship". But Puff and his lefties walked away from any pretence of bi-partisanship in December, and Mineta is now irrelevant. He won't be around by 2004.
