IDF Intelligence Chief: Arafat unable to broker peace deal

Palestinian Authority Chairman Arafat is not ready, at this time or perhaps ever, to broker an historic and decisive deal with the State of Israel, outgoing army intelligence chief Major General Amos Malka said Thursday. Malka pointed out that while Arafat uses the term Israel in his speeches, he has yet so far refrained from stating the full term: "the State of Israel."

Malka made the comments to reporters on the eve of his retirement from three and a half years of service as chief of military intelligence.

Malka also expressed support for "targeted killings" - the term used for assassinations of militants - which he said have decreased the number of those killed in terror attacks and has seriously diminished the operational status of the Islamic Jihad.

He said that military operations can control the war on terror, and marketly reduce its severity, even if terror is not compltely stamped out.

While Arafat hoped that the Israeli government's refusal to allow him to travel to Bethlehem for Christmas services, as is his annual custom, would severely damage Israel in the public relations war, he was severely mistaken, said Malka. He continued by saying that if Israel's image was tarnished in the international community then only a small amount of damage was done, and it will stand only until the next terror attack.

Malka believes that if the United States decides to attack Iraq and depose Saddam Hussein in an operation similar to the one conducted in Afghanistan, it is very possible that the Iraqi leader will want to embroil Israel in a general war. He added, however, that if the U.S. does not carry out strikes on Iraq in the near future, the chances of war are slim.

Reviewing the "information revolution" in the intelligence field during his tenure, Malka highlighted the greater amount of cooperation among the several Israeli intelligence services and underscored the importance of international cooperation in the war against terror.

Regarding the impending budget cuts in the Defense Ministry, he noted that due to the technical nature of the Military Intelligence service's work, every cut will have an effect.

That hasn't happened yet. He has a team that monitors the sewage at manufacturing plants so if one starts dumping something their line would be shut and the feds notified.
