Being less than a mile from some of the venues, I can tell you that efforts that I have seen (by all carriers) have been to add additional capacity to handle voice. I was hopeful last year of being a demo site for upgraded facilities, and have followed it pretty closely. If anything is planned, it has been well concealed. OT - my sisters partner is competing later this morning in the Olympic Trials for a spot on the Skeleton team (head-first luge). 80 miles per hour with your face inches from the ice.
