Just another form of bid-rigging. Base corruption of the government purchasing process has apparently been incorporated into the American left's "ideals". Defunding the left may turn out to be one of the Bush administration's major historical achievments. Is there any doubt as to WHY the left in the Senate now finds compromise inconvenient, and obstructionism a commonly-accepted tactic?

No, that means if you ARE a polluter or an overcharger you can get government business. Or let's say you are a company like an arms manufacturer or jet fighter manufacturer and you charge $200 for a simple screw, (not good for taxpayers) Bush's changes mean your company is still able to vie for government business. I don't see why all you guys on the right are defending the move.
