I agree! But what do we do when parents do not fulfill their obligations? These children become part of our school population and then our adult society.

Are you suggesting that these young pregnant girls should not be educated in our schools or that we shouldn't attempt to redirect them into making better choices?

I don't believe it is society's responsibility to rear our children.
It may not be a responsibility, but it certainly is a benefit to the children and then in turn to the society to have well reared children. You should think of it as a blessing or investment.

Only one problem with that. When parents can't live up to their responsibilities, it's too late to not have children.
