FCC Form 175 had to be completed with Exhibits attached regarding ownership percentages and control groups.

When you try and determine the "credibility" of a company. You need to determine the "integrity" of the people in charge. When those officers make a habit of blatant disregard for the the US Government and it's Rules and Regulations. Then you can begin to determine the validity of other statements that were made to investors and the public at large.

I know there was some lack of compliance because before getting the licences, NextWave had to correct their ownership position [or something like that].

Actually Maurice... This is just "urban legend".. Many uninformed people claim that this is one of the main reasons that the FCC is to blame.. Because the think the "FCC delayed conveyance of Nextwave's licenses".

The truth is far from that. In July of 1996. The FCC told Nextwave that they needed "a plan" for Nextwave to "fix" their foreign ownership before they would convey the licensed authority. 5 months passed by without nearly a word from Nextwave. Then on or about December 29th, 1996. Nextwave sent their proposal to the FCC.. And that proposal was "simple". They said they needed 9 more months to "fix their foreign ownership". That was it.. It took Nextwave 5 months to send them a letter that said. "We need 9 more months".. The FCC gave them 6 months and instructed Nextwave to submit monthly progress reports to that end. The FCC conveyed the licenses 2 business days later! So there was no delay in the conveyance from the FCC.. Only a delay from Nextwave in sending in a simple letter.

Sorry, No Telecom Company here... Just a bunch of lawyers and speculators, and nothing more!
