Neo, another positive thing Clinton did which went largely unnoticed by the media, was he signed an Executive order which allowed any government institution, military or otherwise, to transfer computers directly to the local schools, or local charities.

Because of this Executive order I was able to transfer over 200 old (but still in great shape) computers to three local junior high schools in my area. I'm sure this same thing was repeated in many areas of the country.
