Michael, I would think that we could build a coalition of nations that would provide police action around the globe. It is certainly better than creating an arms race. The ABM treaty was a start in that direction, tearing it up is a start in the other direction.

As for Space Nukes, I would think that part of the war on terrorism and the coalition building would to "insure" that these rogue states no one can identify are prohibited from construction launch sites or long range ballistic missiles and that the sites would be destroyed if construction was started. It would be a lot cheaper and 100% effective. The shield would be less effective than a condom with several holes in it. It is a waste of money and feeds a pork barrel and will create an arms race with China, which is part of the objective to support a massive defense business.
