IJ, or anyone else,

I'm curious about the efficacy and/or purpose of the "rolling BLA". From what I've read on the Yahoo thread, I gather that the purpose of the rolling BLA was to permit closer and more frequent dialog between the company and the FDA. Receipt of the RTF gives the appearance that such dialog didn't take place. What am I missing?
