The Sudanese government had Osami Bin Ladin in custody, offered to turn him over to America and Clinton refused.

It was recommended in 95/96 and again in 98 that the INS link it's visa database with our police computer systems. Clinton and Reno refused citing political ramifications. The mastermind behind the twin towers bombings was stopped for speeding and ran through the police computer system six months before the attack. At the time he was in the United States illegally on an expired visa.

If the INS databases were linked, he might have been arrested and deported. Deporting the ringleader would have most likely prevented the attack.

Clinton isn't solely to blame, but he certainly helped create the environment around which terrorism was more likely to take place.
