Science is falsifiable
It basicly means that a scientific statement, whether this by a hypothesis, a theory,or a "fact" must contain a prediction that can be tested.

Most statements can be tested to some degree although the actual testing may be difficult. It is hard to test phenomina like mental telepathy because the participants claim that the presence of sceptics disturbs the phenomina. Double blind tests can be performed where the participants do not know they are being tested.

In other cases an indirect test must take place. For example in the study of evolution it is not possible to make predictions about a fossil after the fact. Instead the predictions involve fossils and their locations that are likely to be found in the future.

This brings up one of the fundamental ideas behind testing. The exception proves the rule. This does not mean that something is true or proven because an execption is found. It means that an exception requires a detailed understanding of the predictions to explain why the exception could or should have occured. In some cases an exception generates a whole new scientific field, such as when the speed of light measurements through the ether showed no predicted variation and in Einstein's explanation of the cosmos he covered this case along with all previous cases. Others such as the exceptional tendancy for water to expand upon freezing while nearly all other things contract as they get colder. This was explained by the asymetric attachment of the hydrogen atoms to the oxygen but did not require any changes to existing chemical theory.
