All we need to do is demand that the region keep their nuclear fallout within their own airspace. LOL! Yeah, let's do that! How about a UN resolution to that effect? Yup, that would be equally effective. Whoever fires first (and maybe whoever fires back) is going to be a pariah on the other side of this. I'll bet they haven't thought about that...being labelled a "pariah". He may be trying to cajole both sides into backing off. Hit the nail on the head with that one. It's similar to withdrawing from the ABM treaty one day, citing the need to test a sea based ABM sytem within 6 months; the next day you announce that your cancelling the only sea-based system that you have in development because of poor performance and overruns.
