I don't know anything about ICS but assuming you misspelled "Netswither" there is an XP compatible version now.

Dohhh!

Windows XP will auto switch to static IP's if ICS(DHCP)
is not detected.

Was actually very easy to do:

Local Area Connection
Properties
tcp/ip
Properties
**Alternate Configuration**
I set the static IP's here.

Note: it takes Windows XP about 60 seconds on my lan
to scan for DHCP and switch to static ip.
