Governments do not lead, they follow the people's wishes. Otherwise why be ruled by them? Is it them smart, us stupid? They can sell us into slavery because They have better morals and intelligence? I say WE elect/choose them to do OUR bidding. You compensate fairly at perhaps 160,000 per year with an 80,000 dollars pension for life. Few would refuse at those bucks. On the other hand it is not worth killing for to get in and of itself. The only difficulty is to keep the State exams fair and fairly marked. Right now we think that a bit of math and literary word ability are the font of all intelligence. It ignores all practical skill, computer ability or logic, music, art and many other geometric or spatial skills. It may be that athletic ability is tied to a physical intelligence that merits plaudits and consideration. At any rate the testing should not be just law and general ability but a broad range of skills. People with high Binet or Wexler-Bellevue IQ's rarely succeed at life in any capacity of high rank. No one knows why, but the social skill to succeed may have more to do with dominance skills that do not depend on intelligence but a lack of conscience for others. (:)) Fair marking is not as easy as it seems. Widescale corruption would be possible. Right now high school and university, marks are rigged to graduate whom the universities want to graduate. Absolute intelligence is secondary. Obedience to authority and the status quo are emphasized. This allows stacking of groups. We know that the intelligence of females is not given any credit in ape clans or human. The emphasis is on a dominance pecking order of the elders. Once an elite thinking group is identified without prejudice, the lottery system would not care whom amongst them were picked. Again it is tough to keep out corruption. There would always be suspicion, but there may be a way to elminate influence. Once picked, the legislature's authority would be supreme within constitutional guidelines. It may take up to two years to teach them the requisite principles of law and history to guide their choices, but they could learn enough in a short time to deal with the issues. The lottery method would guarantee that no corrupt persons or person who vied for political control ever got the job. The group would have to agree by majority before acting, guaranteeing no party demagogues or dictators like Chretien or Trudeau and the like corrupt political machinery would ever arise. Groups and parties would be out. The constitution would be very simple and its components simply explained for purpose, so they would not be likely to be changed. Military or economic day to day activities of government of course do not depend on a legislature, so the continuity is for constitutional checks of law or budgetary changes only. The system guarantees no power groups ever develop, or ever corrupt the population. It also guarantees fair representation of every group and of the majority. It prevents a group in power of ever staying long enough to really screw things up, which is the main fear in government, not that there be too much change, but too long a period of no change of an awful situation that only seems to benefit because most analysts are morons. The main job of a government is to manage the economy. It is not to decide out of some kind of superior wisdom what kind of business its inhabitants do. It does not run the country, it runs the government, or those things that government does best and fairest. Money should be minted by the government but it should not be created by their edict. The amount of business that the country can create creates the amount of money it needs. That is what private banks are for. The minute the government gets into the creation of money to pay its perceived needs, there will be ( and is)chaos and inflation. these are all constitutional issues. Switzerland is a model for these solutions in part, as it is a model for different groups getting along. Perhaps Quebec should be french only, but that would mean that Ontario should be English only. that would be fair and equitable. That way we could get along. And the fr would stop being paranoid. Government frequently tries to make changes to society that it is not qualified to do. It makes decisions that should be based on science that are not scientific. An examples are the Cod fishing regulations, which very nearly eliminated the Cod stocks because fools could not interpret simple statistics. Another is the use of perticides and herbicides on our crops which may have condemned millions to death by cancer. Still another is the lack of regulation of pollutants in general and the prejudice towards some types of business and against others. Obviously any government needs to pick a scientific council or cabinet and not just take the civil service's advice, which seems merely designed to guarantee jobs for their relatives. This underscores that the civil service needs to be rotated and pensioned off too. It takes 7 years to train a good servant, but keeping the blighters for ever could be disastrous. Decrease their numbers, increase their pay and pension and turf them out at regular intervals, particularly at the top. This applies to police officers, army officers and all authority positions that adhere often to corruption. Max ten years on the job. Perhaps for things like police and city council, they should be picked by lottery too. If one needs certain types of skills that could be decided from group tests. If you consider government mandatory and having an armed service mandatory, it only serves to point out that if a country wants security and good economy, it is mandatory that certain things be done. If it is, then to make certain people do these things, who want to be part of the country, then it is all in the game. Someone has to do it.
