Paul, unfortunately routers are also computers. I remember way back in early 70's calling HP with a service problem on a workstation. Their instructions were "turn everything off, unplug all cables, then reconnect and power up". When that did not fixed the problem, I asked them why they always asked the user to do this. The answer was "it saves us the embarrasment of asking the user if the power cable is plugged in."
