Maybe Gorby would like to convene a meeting. I bet those politicians would all love to be the one who was there at the founding. Their populations would love it if it was done right. If the Wacko Euros can organize a common currency, [give or take a few reprobates like the Poms, Danes and Swedes] it should be a doddle to tidy up the UN into the real thing. They could have a meeting 20.02.2002 to get it started and issue Communique 1 at 20.02 20.02.2002 to the world. That is an EXTREMELY auspicious time and date to do so; right on the cusp of history.
