In my eyes, this concept was a clear expression of some socialist thinking. In my opinion, it does not help the poorer regions when you artificially hold the richer regions down. In the end, this concept got diluted a bit but I think it shows in which general direction the EU could potentially move in the future.

Peter, I think its really critical to allow the poorer countries develop at their own pace. Look at the small fortune the Germans have spent in the former GDR during the past decade in an effort to help them catch up economically. I think you would agree its been somewhat of a disaster.

And once again, one of the great advantages of allowing the poorer nations to catch up as market conditions warrant is that it will allow the EU to remain more competitive in world markets. All of the EU will benefit from this strategy.
